Nandan Nilekini Talk at Indore
I today went to attend Nandan Nilekini guest talk organized by Dainik Bhaskar in the city of Indore. Nandan Nilekini is presenting leading the initiative of providing unique identification number to each citizen of the country. He said purpose of UID project is to provide unique identification number to each citizen of India. There are 2 major challenges for this project right now. First they have to make sure each citizen gets only one identification number. Second is that they have to make sure that once one has been alloted identification number it should be possible to establish the identity of person through cloud from central data warehouse.
This is going to be biggest database project implemented in the world. Currently the biggest database is of FBI which has identity of around 100 -150 million persons. And that databse does not supports online authentication. While Indian UID database once completed will have identitty of around 1000 million persons and it will support online authentication also.
Currenly the aim of the project is to build only a database for identity verification. But once completed it will allow governement to add layers of application over it. This project will provide identity to around 75 million people in the country who don't have any doccument to prove their identity and hence are unable to avail benefit of governement schemes. This project will ensure that governement schemes for bottom of pyramid really reaches the target users. It will also allow people who migrate from one state to another to avail benefit of governement schemes. The UID scheme is designed to provide an identity which is valid across the country.
A scheme of this size will require huge capital expenditure. Govt has already allocated 1900 crore for this scheme in this plan year. In addition to that 3000 crore has been allocated by finance commision. Testing of this scheme will start by may-june. And by next year april this scheme will start rolling in selected parts of the country.
